As mentioned, you're probably aiming to promote your product or service on the internet, and this is of course marketing (you may also simply want to keep your established customers informed or provide better service, which are also promotional actions).

Although we don't specialize in marketing, we always recommend a preliminary survey of the end-users of a website. These are the people who'll be using it, and as the site's primarily for their benefit, it's important to provide what they need and want !
